What Is a Transport Invoice?

A transport invoice β€” sometimes called a freight invoice or carrier invoice β€” is a commercial document issued by a transporter to the party that hired the vehicle. It is the primary billing record for road freight services and serves as proof of the transaction for both the service provider and the recipient. In India, the transport invoice is also an essential document under the Goods and Services Tax (GST) framework, because it determines the tax liability and enables the recipient to claim input tax credit (where applicable).

Whether you operate a single truck or manage a fleet of hundreds of vehicles, issuing a properly formatted transport invoice is not optional β€” it is a legal requirement under the CGST Act, 2017. Without a valid tax invoice, your clients cannot avail ITC, and your business may face penalties during GST audits.

GST Requirements for Transport Invoices

Under GST, transportation of goods by road falls under the category of Goods Transport Agency (GTA) services. The applicable SAC codes are:

  • SAC 9965 β€” Goods transport services (general category)
  • SAC 996511 β€” Transport of goods by refrigerated vehicles
  • SAC 996512 β€” Transport of goods by tanker vehicles
  • SAC 996519 β€” Transport of goods by other road vehicles
  • SAC 9967 β€” Supporting services for transportation

The GST rate for GTA services is either 5% (without ITC) or 18% (with full ITC), following Notification 15/2025-Central Tax (Rate) effective 22 September 2025. Most small transporters opt for the 5% rate to keep compliance simpler. (Updated October 2026.) The choice between forward charge and reverse charge mechanism depends on the agreement between the GTA and the recipient. If the GTA opts to pay tax under forward charge, they charge GST on the invoice directly. Under reverse charge (which was the default until recent amendments), the recipient pays the tax.

Mandatory Fields in a Transport Invoice

Every GST-compliant transport invoice must contain these fields as prescribed under Rule 46 of the CGST Rules:

  • Supplier GSTIN β€” The transporter’s 15-digit GST registration number
  • Invoice number β€” A unique, sequential number (max 16 characters) for each financial year
  • Date of issue β€” The date the invoice is generated
  • Recipient name and address β€” The consignor or party being billed
  • Recipient GSTIN β€” If the recipient is registered under GST
  • HSN/SAC code β€” The service accounting code for the transport service provided
  • Description of service β€” For example, β€œRoad freight transport from Delhi to Mumbai”
  • Taxable value β€” The base freight amount before tax
  • GST breakup β€” CGST and SGST (for intra-state) or IGST (for inter-state), with rate and amount
  • Total invoice value β€” Taxable value plus all applicable taxes
  • Place of supply β€” Determines whether CGST/SGST or IGST applies
  • Vehicle number and LR/GR number β€” Linking the invoice to the specific consignment

E-Invoicing Compliance for Transporters

If your transport company has an aggregate turnover exceeding Rs 5 crore in any financial year from 2017-18 onwards, e-invoicing is mandatory for all B2B supplies. This means every transport invoice you issue to a GST-registered recipient must be reported on the government’s Invoice Registration Portal (IRP) before it is delivered to the client.

The IRP validates the invoice data and returns an Invoice Reference Number (IRN) along with a digitally signed QR code. Both must appear on the final invoice document. Failure to generate an IRN makes the invoice invalid, and the recipient cannot claim input tax credit on it. Many transport management software (TMS) platforms now support automatic e-invoice generation β€” if you handle more than a handful of invoices per month, integrating with a TMS can save significant time and reduce errors.

When Should You Issue a Transport Invoice?

A transport invoice should be issued at the time of completion of the transport service or within 30 days of the service being provided, whichever is earlier. For continuous supply contracts (such as monthly freight contracts), the invoice should be raised on the date when each payment is due or each statement of account is prepared.

In practice, most transporters issue the invoice at the time of delivery of goods at the destination, along with the proof of delivery (POD). Some large shippers prefer invoicing at the time of dispatch. Whatever the arrangement, ensure the invoice date falls within the time limits prescribed under Section 31 of the CGST Act to avoid interest and penalty.

Tips for Using This Transport Invoice Template

  • Fill in your GSTIN, business name, and address in the header section β€” these remain constant across invoices.
  • Use a consistent invoice numbering series. GST rules require sequential numbering with a maximum of 16 characters. Example: INV/2425/0001.
  • Always mention the correct place of supply. Mistakes here lead to wrong tax type (CGST/SGST vs IGST) and will flag during reconciliation.
  • Attach or reference the Lorry Receipt (LR) number on every invoice so the client can match the invoice to the shipment.
  • Keep a digital copy of every invoice for at least 6 years as required under GST law.

Frequently Asked Questions

What is a transport invoice format?

A transport invoice is a billing document issued by a transporter or freight carrier to the consignor or consignee for the services rendered. It includes details such as the service description, freight charges, GST amounts (CGST, SGST or IGST), vehicle number, and LR/GR number. Under the GST regime in India, every registered transporter must issue a tax invoice for transportation services using SAC code 9965 or 9967.

Is GST mandatory on a transport invoice in India?

Yes. If the transporter is registered under GST, they must charge GST on the invoice. Road transport of goods attracts a GST rate of 5% (without ITC) or 18% (with full ITC), per Notification 15/2025-Central Tax (Rate) effective 22 September 2025. GTA (Goods Transport Agency) services have specific rules β€” the consignor or consignee may be liable to pay GST under the reverse charge mechanism depending on the arrangement.

What SAC code should be used for road transport services?

For road transport of goods, the SAC code is 9965 (Goods Transport Services) or 996511 (Road transport services of goods by refrigerated vehicles), 996512 (by tankers), or 996519 (by other vehicles). For passenger transport, SAC code 9964 is used. Always verify the exact sub-code applicable to your service type on the CBIC portal.

Do I need e-invoicing for transport invoices?

E-invoicing is mandatory for businesses with an aggregate turnover exceeding Rs 5 crore (as of 2024-25). If your transport company crosses this threshold, every B2B invoice must be reported to the Invoice Registration Portal (IRP) to obtain an Invoice Reference Number (IRN) and a digitally signed QR code before issuing it to the recipient.

Can I use this transport invoice template for both FTL and PTL shipments?

Yes. The template works for both Full Truck Load (FTL) and Part Truck Load (PTL) consignments. For PTL shipments where multiple consignors share one vehicle, the transporter typically issues separate invoices to each consignor with their respective freight charges and applicable GST.
